General Description
In this role, you will operate under minimal supervision, providing expert consultation to client departments. Your primary focus will be on the design and implementation of information systems that meet the business needs of the municipality. You will collaborate with technical teams to develop new business processes and enhance existing ones. This position requires a thorough analysis of computer-based systems, ensuring they align with operational performance standards.
Responsibilities
As a Senior Business Analyst, your main duties will include:
- Collaboration: Work closely with business representatives and project sponsors to define the scope and vision of initiatives.
- Requirements Gathering: Conduct interviews and workshops to gather user requirements through various methods, including questionnaires and site visits.
- Scope Definition: Identify and establish the scope and parameters for requirements analysis on a project-by-project basis.
- Prioritization: Collaborate with stakeholders and project teams to prioritize requirements effectively.
- Process Improvement: Research, analyze, and enhance existing business processes to improve efficiency.
- Product Research: Investigate software and hardware products that meet business requirements to support purchasing decisions.
- Quality Assurance: Lead quality assurance processes to ensure solutions meet business requirements and function effectively.
- Documentation: Develop clear and concise requirements specifications using standard templates.
- Liaison: Act as a bridge between business users and technical teams, translating user needs into functional requirements.
- Model Creation: Create process models, specifications, diagrams, and charts to guide developers and project teams.
- Peer Reviews: Conduct peer reviews of business requirements to ensure accuracy and completeness.
- Change Communication: Communicate changes and enhancements to project managers, sponsors, and stakeholders, ensuring everyone is aligned.
- Mentoring: Provide guidance and support to junior staff members as needed.
- Additional Duties: Perform other related responsibilities as required.
Qualifications
To be a successful Senior Business Analyst, candidates should possess the following knowledge, skills, and abilities:
- Business Process Knowledge: Strong understanding of standard business processes and the ability to analyze their effectiveness.
- Requirements Analysis: Proven experience in business and technical requirements analysis, including elicitation, modeling, and verification.
- Software Solutions: Experience overseeing the design, development, and implementation of software and hardware solutions.
- Documentation Skills: Ability to create clear requirements specifications in both technical and user-friendly language.
- Analytical Skills: Exceptional analytical and statistical skills to address systems issues and products.
- Project Management: Strong project management skills, including planning and coordinating resources effectively.
- Technical Understanding: Familiarity with product management, application development lifecycle concepts, and programming fundamentals.
- Network Knowledge: Working knowledge of network architecture and PC operating systems.
- Communication Skills: Excellent verbal and written communication skills, with the ability to listen and clarify information.
- Problem-Solving Abilities: Strong problem-solving skills with a focus on creative solutions.
- Motivation and Attention to Detail: Highly self-motivated, detail-oriented, and able to prioritize tasks under pressure.
- Team Collaboration: Experience working in a collaborative team environment.
Education and Experience
- A Diploma in Computer Technology, Information Systems, or a related field is required.
- At least five years of business analysis experience is required.
- A focus on application support/sustainment and municipal processes or IT applications is an asset.
- CCBA/CBAP or equivalent certification is preferred.
- Extensive experience with the organization’s core software applications is highly desirable.
